Japan’s Fight on Internet Piracy!
Seems like Japan is joining the Chinese-Australian force on censorship & filtering web content. Recently, the Japanese government has announced a proposal that states "banning downloads of copyrighted files for personal use and requiring mobile operators to filter Web content for users under the age of 18" reports eWeek.
And how will users know if a file is legal or not? "Japanese authorities, however, are proposing to issue watermarks or other digital signature techniques to identify legal sites."
In other words, sites are responsible for the content its hosting and how it should have approved watermark. Otherwise, the "harmful" content will be subject to removal by the Japanese government and the site will be penalized for a such hosting. Note, an independent authority will determine the standards for what is considered to be harmful or not.
As for Mobile side, mobile carriers will be required to filter content to under-18s as the default position, with parents being required to opt-out if they choose.
